Between 1997 and 1999, 7.1 per cent of small and medium-sized businesses failed, but between 1999 and 2002 failure rates shot up to 21.8 per cent, according to the Centre of Business Research, Cambridge. “The waterfall of new legislation means that some firms are spending two days a week implementing new regulations.”
